We at Black Box Safety are honored to announce our successful collaboration with the California Highway Patrol (CHP) in the development of the new Load Bearing Outer Carrier. This groundbreaking initiative represents a significant step forward in supporting officer health, comfort, and safety, while enhancing operational readiness across the state.
The Outer Carrier offers the following key features:
- Relocates essential gear from the duty belt to the vest, reducing strain and improving circulation
- Allows quick donning and doffing of armor
- Accepts rifle plates
- Maintains compliance with CHP's professional standards
- Available in Tan and Blue
- Offered in both laser-cut and standard MOLLE designs
- Provides flexibility without compromising function or appearance
Approved Equipment Authorized for Wear on the Outer Carrier:

- Handcuff Case (Single or Double)
- Rapid Containment Baton Holder
- Wireless Mobile Video/ Audio Recording System Microphone Holder
- Oleoresin Capsicum Spray Holder
- Medical Pouch
To ensure consistency and quality, pouches designed for CHP-issued gear will be bundled with the carrier, guaranteeing proper fit and color alignment.
This project would not have been possible without the commitment of the CHP Commissioner and leadership team, whose support and vision guided the development of this equipment. We are now in the final stages, making minor adjustments to ensure compliance with CHP's uniform code and preparing for the Production Part Approval Process (PPAP). This rigorous process requires testing of every size and configuration to guarantee optimal performance for every officer.
Thanks to the dedication of our partners at Point Blank, timelines that would traditionally span months are being cut dramatically. While we remain cautiously optimistic, we anticipate that availability for purchase may be possible in as soon as eight weeks. Officers across California can expect official statewide communication when the equipment is ready for order.
